Myftar Doçi

Executive Director, ANTTARC

Myftar has joined the Albanian National Training and Technical Assistance Resource Center (ANTTARC) since its establishment in 1998, bringing with him a wealth of practical as well as theoretical understanding of the institutional needs of both the public and non-profit sectors in Albania. Before joining ANTTARC, he was a diplomat in the Ministry of Foreign Affairs of Albania. He has teaching experience including a part-time faculty position at the University of Tirana and a Teaching Assistant at Bowling Green State University, USA. He is also a “graduate” of the ORT/USAID intensive five-month ANTTARC training and regional internship program in Institutional Development and Management. Myftar graduated in Philosophy from the University of Tirana and earned a Master’s Degree in Public Administration from Bowling Green State University. In addition, he completed a one-year course in International Relations at the University of Tirana and a one-year course in Diplomacy at the Diplomatic Academy of Vienna, Austria. Since 1999, Myftar has managed ANTTARC’s training and technical assistance projects and programs. He has also provided numerous training and technical assistance on organizational management and development, TOT, project development and management, local government, strategic planning, etc.

Vera Xhokaxhi

Training Consultant, ANTTARC

Vera has extensive teaching experience having served as Assistant Professor and Lecturer of Strategic Management at the Faculty of Economics at the University of Tirana. She holds a Ph.D. in Economics from the University of Tirana. Vera has held several management positions, including Vice-Dean of the Faculty of Economics; head of the Department of Industrial Economics at the Faculty of Economics; and Deputy Director of the Institute of Management and Public Administration (IMPA), an organization funded by UNDP. She has worked as an accounting expert for Coopers & Lybrand, a British Auditing Company, and has participated in training programs organized by Strathclyde University in Glasgow, Scotland; Macedonian University in Thessaloniki, Greece; and the Center for Innovative Programs in Miami, USA; etc. Vera’s outstanding experience in management and teaching is reflected by several articles and textbooks published by different magazines and university publishing houses. Vera’s main qualifications include: Organizational development; Strategic Planning; Project Cycle Management, Local government; Human Resources Management; Business Start-Up and Improvement; Training of Trainers; and Consulting.

Ray Koçi

Training Consultant, ANTTARC

Ray joined ANTTARC in February 2017 in the position of Training Consultant. In the framework of the EU-funded Partnership Against Corruption Together-PACT project, she holds the position of the Capacity Building Coordinator. Her previous experience includes Secretary to Head of Contracts, Finance and Audit Section at the EU Delegation to Albania (2016) and Trainee at the Fundamental Rights Promotion Department at the European Union Fundamental Rights Agency in Vienna. Ray is a graduate of the Faculty of Urban Planning and Environmental Sciences, POLIS University in 2015 (MSc. in Planning and Urban Management). She is also pursuing a Master of European Law, in EU Business Law, at the University of Tirana. Ray’s expertise includes organizational development and management, designing and managing capacity development programs/projects, trainer and consultant in project development, and expert in urban planning. She has contributed and accredited to the publication of the “Inclusive Planning Manual” by Co-Plan Institute for Habitat and USAID (September 2013). She is a Volunteer Translator at ChildHub of Terre des Hommes.

Elda Kasimati

Finance Manager, ANTTARC

Elda joined ANTTARC in April 2017 in the position of Finance Manager. Her previous experiences include Specialist at Directory for Execution of Payments of the Agricultural and Rural Development Agency-ARDA at the Ministry of Agricultural Development and Water Administration (2014-2017), Sales Representative at the Directory of Sales of Albtelecom Sh.a. (2011-2013), Sales Representative and Economist at Mobal Albania sh.p.k., the main distributor of AMC sh.a. (2008-2011), General Assistant at Galaxy Motors Palace sh.p.k. (2006-2007), and Economist at the Sales Department of Alumil Albania sh.p.k. (2006-2007).

Elda is completing her Master’s degree in EU Business Law at the Faculty of Law, University of Tirana. She has graduated in Finance and Accounting from the University “Eqerem Cabej” and in International Relations from the Faculty of Political Sciences of “Kristal” University (2006-2009). She has also received the title of Specialist in Computerized Accounting from “Logos” University.

Arjana Haxhiu

Training Consultant

Ariana joined ANTTARC in 1998. With her depth of professional experience in the social service sector, high-level international training, and orientation to interactive training methodology, Ariana has already established herself as one of ANTTARC’s lead trainers. After joining ANTTARC, Ariana led the institutional strengthening of 15 Albanian NGOs working to service persons with disabilities (NOVIB), trained the founders of a Women’s Association in Lezha committed to reducing violence against women and provided needed technical guidance to help build partnerships between NGOs and local government (UNDP). She has been the coordinator of ANTTARC’s Internship Program for social work and law students. She has extensive experience with programs focused on protecting the rights of women and girls, particularly in the context of domestic violence. Ariana has held important positions in the Department of Women and Family at the Ministry of Labor, Social Welfare and Women and was the General Manager of the Agricultural University of Tirana. Her Bachelor’s Degrees are in Economics and Literature. Ariana has completed a six-month training course in Institutional Management at the University of Macedonia, Thessaloniki, Greece as well as ANTTARC’s five-month US consultant-led intensive training program in organizational development. In addition, Ariana has participated in numerous training programs on gender-related issues and has been a delegate to national and international women’s conferences.

Jerina Stamo

Training Consultant

Jerina joined ANTTARC in 2011 in the position of the Finance Manager. Since March 2017, she holds the position of Grants Manager of the USAID Accelerated Civic Development and Cooperation Project. Her previous work experience includes Finance Expert at the Tirana Municipality, Program Assistant at UNDP Albania, and Sales Manager at Toyota Albania. She has also completed her internship as Audit Team Member at the Ministry of Economy Trade and Energy of Albania. Jerina has graduated from the University of Tirana, Faculty of Economy, Department of Finance. Jeirna also completed several social work classes at the University of Tirana, Faculty of Social Sciences. In addition, she has participated in different trainings such as  European Training Course for EVS Support People (Portugal), Promote Yourself (Slovenia and Lithuania), Practice Coaching Training (The Netherlands), Media Communication (Hungary and Slovakia), and  GDQ-Auditor for Quality Management (Albania). She has the Project Management Professional Certificate from the Project Management Institute, Kosovo. Jerina’s main qualification areas include: Grant Management; Financial Management; Project Management Skills for Large-scale Projects; Youth Engagement and Volunteering; Local Government; Organizational Development; Gender Equality; Project Monitoring and Evaluation; Budgeting; Risk Evaluation; Results-based Management approaches; Training Design and Delivery; etc.

Arsed Çovani

Logistics, ANTTARC

Arsed has joined ANTTARC in 2013. He is responsible for the logistics necessary to realize different activities in the framework of ANTTARC projects.
