This project is funded by the EU Delegation in Albania in the frame of the “Civil Society Facility/ Civic Initiative and Capacity Building”. It is implemented by ANTTARC in partnership with Albanian Local Capacity Development Foundation-ALCDF and ACT for SOCIETY Center-AfS. It will support civil society actors from the regions of Diber, Kukes, Lezhe, and Shkoder active in the areas of good governance and anti-corruption.

The action objective is “To increase the engagement of CSOs in 15 municipalities of Northern Albania in good governance issues and fight against corruption by strengthening their capacity and funding their initiatives”. Expected results include: (1) CSOs have increased their capacity in organizational management, project development, advocacy and lobbying, and good governance and anti-corruption issues; (2) CSOs have successfully advocated for good governance and anti-corruption including improvements in the current legislation and its enforcement especially at local level; (3) Relevant and effective CS initiatives that promote good governance and fight corruption at local level have been effectively implemented through the PACT Fund; (4) Best practices in good governance and anti-corruption at local level are nationally capitalized and disseminated. Main activities include:

  • CSO capacity development program including: TOT and CSO local training workshops in good governance and anti-corruption;
  • Regional workshops in project development;
  • Workshops on investigative journalism and youth civic engagement;
  • Technical assistance and coaching;
  • Setting up and supporting regional forums for good governance and anti-corruption;
  • Developing on-line platforms for good governance and anti-corruption;
  • Advocacy campaigns for good governance and fight against corruption.
  • Launching and administration of 3 sub-granting rounds.
  • Promoting the regional on-line platforms;
  • Publishing and disseminating the TOT Manual and Best Practices Handbook on Good Governance and Anti-Corruption

41 CS initiatives will be supported in three sub-grant rounds during 2016-2018. The sub-grant budget is 500,000 Euro. Types of activities eligible for sub-granting:

  • Watch dog activities, monitoring of the performance of municipalities, municipal councils, administrative units, and/or de-concentrated institutions; Monitoring of services provided by the municipalities and other locally-based institutions; Monitoring of implementation of current legislation;
  • Participation of civil society/citizens in local decision-making, priority setting, budget development and implementation, public investments, and service delivery;
  • Citizens’ monitoring and vigilance to demand accountability and corruption free services;
  • Community mobilization for constructive engagement with public institutions to improve responsiveness; Public hearings; Citizen report cards;
  • Information and awareness campaigns focusing on citizen entitlement and rights including use of the right to information to help them obtain better services;
  • Media strengthening and campaigns;
  • Policy and assessment studies/research; etc.
