USAID Accelerated Civic Development and Cooperation Project

The USAID Accelerated Civic Development and Cooperation Project in Albania aimed at strengthening the capacities and accountability of civil society organizations, governmental bodies, and private sector organizations to foster and sustain democratic processes and play an important role in improving governance, increasing citizen oversight, and fighting corruption.

The Project

The USAID “Accelerated Civic Development and Cooperation” Project is aimed at supporting and strengthening the capacities of civil society organizations, government bodies, and private sector entities to fight corruption, ensure full public participation in improving the quality of services and governance, and support public-private partnerships. The project consisted of three components.

  1. Assessment of civil society organizations, government bodies, and private sector entities.
  2. Awarding Grants for civil society organizations’ initiatives.
  3. Technical assistance to strengthen the capacities of civil society organizations, government bodies, and private sector entities.

The project was implemented from January 2017 to June 2020.

In the framework of Component I (Organizational Assessment), the project identified and collaborated with 60 beneficiary organizations working in the democracy and governance sector, assessed those organizations, and developed interventions to improve their ability to effectively work for public participation and government oversight, improved governance services, efforts against corruption, civic education, and capacity-building activities, and improved management of organizational resources. During six rounds, the project included 10 organizations/round, identified specific areas for organizational improvement, and developed action plans to address their specific needs. In the framework of Component II, the Accelerated Civic Development & Cooperation Project awarded grants to Albanian CSOs focusing on (but not limited to) areas of election oversight, women’s empowerment, marginalized population rights, anti-corruption, and increased citizen oversight. In the framework of Component III, the project design and provide additional technical assistance based on the organizational assessment conducted and accepted under Component I. The support was in different forms of training and technical assistance. It focused on (but was not limited to) organizational development, enabling civil society organizations to implement initiatives relating to local capacity for long-term impact, democracy, governance, anti-corruption, and civic education. Three project components were closely linked to each other in terms of activities and contribution towards the achievements of the project results:

  • Improved organizational and technical capacities of civil society organizations, government bodies, and private sector entities; and
  • Enabled civil society organizations to implement initiatives relating to local capacity for long-term impact, democracy, governance, and civic education, and vulnerable populations’ participation in society.
