The USAID Accelerated Civic Development and Cooperation Project in Albania aims at strengthening the capacities and accountability of civil society organizations, governmental bodies, and private sector organizations to foster and sustain democratic processes and play an important role in improving governance, increased citizen oversight, and fighting corruption.
The USAID “Accelerated Civic Development and Cooperation” Project aims to support and strengthen the capacities of civil society organizations, government bodies and private sector entities to fight corruption, ensure full public participation in improving the quality of services and governance, and support public-private partnerships. The project consists in three components.
- Assessment of civil society organizations, government bodies, and private sector entities,
- Awarding Grants for civil society organizations’ initiatives; and
- Technical assistance to strengthen the capacities of civil society organizations, government bodies, and private sector entities.
The project will be implemented from January 2017 to June 2020.
In the framework of Component I, the project will identify and collaborate with at least 60 beneficiary organizations working in the democracy and governance sector, assess those organizations and develop interventions to improve their ability to effectively work for public participation and government oversight, improved governance services, efforts against corruption, civic education and capacity-building activities, and improved management of organizational resources. On each round which consist in a 6 month period, starting from the first Year 2017 the project will start work with 10 organizations/each round to identify specific areas for organizational improvement and develop an action plan to address their specific needs.
In the framework of Component II, the Accelerated Civic Development & Cooperation Project will award grants to Albanian CSOs focusing on (but not limited to) areas of election oversight, women’s empowerment, marginalized population rights, anti-corruption, and increased citizen oversight.
In the framework of Component III, the project will design and provide additional technical assistance based on the organizational assessment conducted and accepted under Component I. The support will be in different forms of training and technical assistance. It will focus on (but not limited to) organizational development, enabling civil society organizations to implement initiatives relating to local capacity for long-term impact, democracy, governance, anticorruption and civic education.
Three project components are closely linked to each other in terms of activities and contribution towards the achievements of the project results:
- Improved organizational and technical capacities of civil society organizations, government bodies, and private sector entities; and
- Enabled civil society organizations to implement initiatives relating to local capacity for long-term impact, democracy, governance, and civic education, and vulnerable populations’ participation in society.
UP-TO DATE PROGRESS
Component I. The Call for Expression of Interest has been launched and the Project is accepting the expression of interest from the Albanian organizations (See Expression of Interest). The first round of organizational assessment is conducted. 10 Albanian organizations working in the democracy and governance sector are assessed and individual development plans are developed. Component II. Accelerated Civic Development & Cooperation Project has issued the Annual Program Statement seeking for proposals by civil society organizations regarding actions to address democracy, governance, civic engagement, and corruption (see APS) and the Request for Applications seeking for proposals regarding action to address community safety, prevention of violent extremism, and religious radicalism (See RFA).
